For more than six decades, the Gauhati Cine Club has collected moving images that document Assam's relationship with cinema. Somewhere in our archive room sit several hundred VHS cassettes recorded between 1990 and 1999 — festival question and answer sessions, amateur short films, club gatherings, interviews with visiting filmmakers and shaky camcorder footage of street processions. They are a fragile window into a particular cultural moment, and like many cultural organisations across the world, we are now racing against time to copy them before the magnetic tape gives up entirely.
This is not a problem unique to us. Australia's National Film and Sound Archive in Canberra began confronting the same crisis in the early 2000s, and ordinary Australians still routinely uncover boxes of VHS in suburban garages from Adelaide to Hobart. The chemistry of magnetic tape is unforgiving, and once the signal is gone it cannot be recovered. Sharing our experience is one way we hope to add to a global conversation about moving image preservation, and to learn from colleagues working on similar collections on the other side of the Indian Ocean.
VHS tape relies on a thin layer of magnetic oxide bound to a polyester strip. After thirty years, that binding begins to fail, producing what archivists call sticky shed syndrome — the adhesive that holds the oxide literally peels away and gums up the playback heads. Other tapes suffer from oxide shedding, mould growth in humid climates, or simple signal loss that turns faces into ghosts. Heat accelerates every one of these processes, and Assam's monsoon season is particularly unkind to magnetic media.
Australian readers will recognise a parallel. The humidity of Brisbane summers or Darwin's tropical climate has played havoc with family camcorder tapes for years, while the dry heat of inland towns such as Alice Springs bakes cassettes until they warp. Whether in Guwahati or Perth, the underlying physics is identical: magnetic tape has a finite shelf life, and we are rapidly approaching it for most recordings made in the 1990s.
Once we accepted that digitisation was unavoidable, the next question was how to do it properly. Consumer VCRs from the 1990s are increasingly unreliable, and we invested in professional decks from JVC and a time base corrector to stabilise the picture before capture. We capture into uncompressed or visually lossless codecs — ProRes 422 for working files and FFV1 for long-term storage — at the resolution the tape was originally recorded in. Upscaling a standard definition VHS into high definition does not recover detail that was never recorded.
A typical workflow at the club now involves cleaning each cassette, inspecting it under a magnifying lamp, playing it through a time base corrector into a capture card running open-source software such as OBS or FFmpeg, and writing the resulting files to two separate drives. Some sticky tapes have been successfully recovered through a low-temperature baking process, though we treat this as a last resort. Australian colleagues at the NFSA use very similar methods, and many small organisations there outsource the capture to firms such as Sydney-based Visionary Digital, which is one reason we recommend keeping meticulous notes at every stage so that an external lab can pick up the work if needed.
Digitisation without a catalogue is just a hard drive full of mystery files. The harder work has been identifying what each tape contains. Many cassettes were simply labelled in handwriting that has faded, and the only way to know the content is to watch the first few minutes and write a synopsis. We are building a spreadsheet with fields for title, date, location, people visible, language, duration, copyright status and technical condition. Where possible we cross-reference with the club's printed bulletins from the 1990s to fill in gaps.
The National Film and Sound Archive of Australia has wrestled with similar questions around its vast collection of amateur and professional footage, and its published metadata standards have been a useful reference point. We have learned that the time spent on accurate description at this stage pays for itself many times over when researchers or members eventually want to find a specific piece of footage in the collection.
Not everything in our archive can simply be uploaded. Some tapes include commercial films, broadcast excerpts or footage of identifiable individuals who never consented to long-term online publication. India's Copyright Act of 1957 and the Australian Copyright Act of 1968 both recognise moral and economic rights that do not expire when the tape deteriorates. We have begun contacting filmmakers, performers and their families where we can trace them, and we are redacting or restricting access to anything that cannot be cleared.
Australia's privacy principles under the Privacy Act of 1988 offer a useful framework even for an Indian organisation, because they emphasise informed consent and respectful handling of personal information. Where rights holders cannot be found, we are treating the material as orphan works and limiting access to on-site viewing rather than open publication. This cautious approach is slower, but it protects both the people in the footage and the reputation of the club for years to come.
There is no shortcut to funding this kind of work. Our equipment purchases have been modest — a few thousand Australian dollars' worth of capture hardware, drives and software — but the labour is significant. A single three-hour tape can take a full day to digitise, log and back up properly, and we have several hundred to process. We have been fortunate to attract volunteers from the local university film studies department, and we are exploring whether grants from Screen Australia or the NFSA's preservation partnership programs could support a formal exchange with archivists in Australia.
In the meantime, the project has taught us the value of patience. We digitise what we can, when we can, and we accept that not every tape will survive. Some have already turned to powder inside their shells. Losing those recordings is painful, but it sharpens our determination to save what remains.
Our longer-term goal is a searchable online catalogue that links each digital file to its metadata, with options for on-site preview at the club and, where rights allow, streaming for members and researchers. We imagine a future in which a student in Sydney or Melbourne can request a clip from a 1996 discussion about regional cinema and receive it within days, rather than the months a physical loan currently requires.
A digital collection also opens up possibilities the original format never could. Searchable transcripts, frame-level stills, chapter markers and multilingual metadata all become feasible once the material is no longer locked inside a cassette shell. We have begun experimenting with automatic transcription for English-language interviews, while keeping a careful human eye on accuracy, particularly for the Assamese and Hindi content that makes up the bulk of the archive.
Closer cooperation between small archives across South Asia and the wider Asia-Pacific would also help. Australian screen agencies have long supported regional preservation networks, and we hope to learn from their model of distributed access points and shared storage infrastructure. A grant application is being drafted, and conversations with archivists in Melbourne are already underway.
